Oracle's Enterprise Manager 10g has been designed with security management capability to help enforce common security practices. 
There are a few main reasons why security practices are not followed including:
1 No knowlege of the vulnerability
2 No understanding of the impact
3 No easy way to identify vulnerable installations
4 No convenient way to administer the fix
5 No easy way to ensure that the fix remains in place

Oracle EM's security management capability consists of:
1 An automated test suite for common security vulnerabilities 
2 Impact information relating to the vulnerabilities being tested
3 A mechanism to identify easily which deployed systems are at risk
4 Information and automation to remedy the vulnerabilities discovered

Software Security:
1. EM fetches the latest security alert metadata
2. Automatically adds to the software security rule
3. If targets are found vulnerable, EM lists known patches which address the vulnerability
4. Helps stage patches
